The heterogeneity of the education system of Montenegro, up to the level of higher education, is reflected in the functional as well as organizational and geographical complexity of its basic units: Ministry of Education, Science and Innovation, Examination Center, Bureau for Educational Services, Institute for Textbooks Publishing and Teaching Aids, Center for Vocational Education and Networks of Preschool and School Institutions. Each of these units constitutes in itself a relatively complex system in organizational and functional terms.
In addition to heterogeneity and distribution as basic characteristics important for the development of an information system, the Montenegrin education system has the following features: a large number of participants of different profiles in the education process, geographically remote locations, periods in which activities are performed simultaneously, combination of old and new teaching methods, etc.
An integrated information system of the education system up to the level of higher education should be a benchmark in building a modern education system. Therefore, it should enable: recording and almost complete automation of all processes in education at all levels up to the university level, including records of resources and staff, monitoring the teaching process, the possibility of easy, fast and simple communication between all units of the education system; easy retreival of information for all actors in the education system, including the possibility of using existing mobile technologies; automatic generation of reports required for the operation of individual segments of the education system; the possibility of noting positive and negative trends in education based on reports from different segments of the system; integration of existing solutions into the new education system; management and quality control in the education system of Montenegro; possibility of hardware and software upgrade of the system; participation in the concept of e-government in Montenegro.
The educational information system was introduced in 2010 in 10 schools, and today this system keeps data regarding all preschool institutions, primary and secondary schools, resource centers, music schools and licensed organizers of adult education, both public and private institutions. Users of the system are employees in educational institutions, employees in institutions dealing with education (Ministry of Education, Bureau for Educational Services, Center for Vocational Education, Examination Center, Institute for Textbooks Publishing and Teaching Aids), institutions that need the data from the education system for the implementation of numerous processes (Centers for Social Work, Ministry of Finance and Social Welfare, Public Health Institute, Administration for Statistics MONSTAT, etc.), parents, but also all interested parties who need data in the field of education.
With the aim of identifying all the possibilities of the Montenegrin Educational Information System (MEIS), with special emphasis on greater use of data, the Ministry of Education, Science and Innovation, with the support of the UNICEF Office in Montenegro, created the portal “School Statistics”, where statistical data in the field of education can be found in graphic form.
The front page presents statistics by levels of education (preschools, primary and secondary schools), as well as data for primary music schools and resource centers, which relate to the number of educational institutions, public and private, the number of students, by gender, grades, majors, at the level of Montenegro, municipalities, regions. It provides an overview of basic statistics for all educational institutions, in the public part of the data concerning statistics by schools, units, grades, majors, while the private part is a much larger set of data on student achievement, behavior, absences. The private part of the data can be accessed only by educational institutions with their user accounts and they can only see data related to their own institution.
The portal is primarily useful for educational institutions that can analyze a much larger set of data from the private part of the portal and thus better understand where they are compared to average analogue data in Montenegro, region, municipality and thus work on improving quality in their school, while public data is available to the general public.
On the website www.skolskamreza.edu.me you can get basic information, such as the number of educational institutions at all levels of education in Montenegro, the number of educational institutions by municipality, the exact name of the institution, regional schools under one institution, postal address, telephone and fax number, e-mail address, location of the institution, etc.
All facilities belonging to educational institutions are marked on the map of Montenegro, whether they are active facilities where classes are held or inactive ones where classes are no longer held. Each type of institution or regional facility has a different graphic label, so it is easy to see whether a part of the city or state is covered more by central or regional facilities.
On the website there is the possibility of displaying all facilities, but also displaying only specific facilities, as needed. Only facilities for one level of education can be shown (e.g.: only primary schools) or only facilities within one municipality can be displayed.
The map can be displayed in full screen mode, which gives better visibility. The view on the site can be in the form of a map or satellite view.
This website provides the possibility of typing the names of two educational institutions, and the site shows how far they are from each other in kilometers, as well as the estimated time required to arrive from one institution to another, as well as a more detailed description of the route.
The map shows all public and licensed private educational institutions, including secondary schools (preschools, primary schools, secondary schools, resource centers and music schools).
The COVID-19 and Education portal was created to monitor the impact of the COVID-19 pandemic in educational institutions in Montenegro. The data are presented graphically by levels of education (preschool, primary, secondary) and refer to children and employees in educational institutions in Montenegro, both public and private. The portal provides weekly data overview. Percentages in the graphs represent the percentage of children / teachers of a certain category (all, new patients, patients, in self-isolation) in the area / municipality in relation to the total number of children / teachers of the same category in all areas or for all municipalities. This data is available to the Public Health Institute, but also to the general public via the website www.covid19.edu.me.
The Ministry of Education, Science and Innovation, with the support of Crnogorski Telekom, has created the portal called Dnevnik (Gradebook) (www.dnevnik.edu.me), which enables parents/ guardians to monitor their child's grades, absences and behavior. The portal provides the opportunity for parents to communicate with the class teacher and offers information on scheduled parent meetings, as well as other information.
The parent is given the opportunity to review all grades by classes (oral answers, essays and tests, final grade, etc.) with information on when the grade is recorded in the Education Information System. For each subject there is also a chronological overview of grades, as well as an average grade. Also, the parent can get information about behavior, absences and results of external testing. Part of the portal called Cooperation with Parents is intended to provide information about the dates of parent meetings, planned trips, excursions and similar general information. Part of the portal called Contact is planned for communication between the parents and the class teacher, so that parents can pose questions to the class teacher and receive an answer via e-mail.
To log in to the portal, the parent receives a username and password from the class teacher, the entry of which provides them with access to information about the child, which is recorded in the Education Information System. When accessing the portal, only information related to his/her child is available to the parent.
In addition to the web application, there are also mobile applications for Android and iOS.
Over the course of 2020, three applications have been introduced on the portal www.upisi.edu.me through which an application for enrollment of children in preschool, primary and secondary school can be submitted. An application for enrollment can be submitted for children enrolling this level of education for the first time. From 2021, the portal also offers applications for enrollment of students in primary music school, as well as for enrollment of students in the first year of undergraduate studies at the University of Montenegro.
Users (parents/ guardians/ students) log in to the portal using accounts they have previously created. Submitting an application is very simple and involves filling out a form on the portal. Completion of the form begins with the entry of a unique identification number, and other data are taken from the relevant registers.
